However, when I attended an urban planning seminar led by a former mayor, I discovered that planning in the real world is far more complex than in the game—and this complexity is almost entirely negative. Real-world urban planning does not optimize through simplification; instead, it loses its way amid redundant approvals, hearings, environmental impact assessments, and zoning amendments.
Over-Engineered Systems: How Planning Becomes an Obstacle to Growth
In the game, planning only requires considering power transmission routes, bus line density, and pollution buffers. In reality, changing the use of a piece of land may require a legal process spanning three to five years. The former mayor candidly admitted during the seminar that even the simplest infrastructure project—such as adding a water supply pipeline—requires coordinating a dozen departments, dealing with community opposition, and meeting dozens of environmental standards.
The planning profession has historically brought only one truly good idea: separating polluting facilities from residential areas. But since then, the planning system has continuously piled on rules—from building height limits to historic preservation, from parking space ratios to affordable housing quotas—eventually creating a bureaucratic labyrinth that no one can fully comprehend.
The Return of Infrastructure Planning: Subtraction Is More Urgent Than Addition
Urban development requires planning, but what is needed is "infrastructure planning"—focusing on the physical connections of road networks, utility grids, energy networks, and public transit, rather than micromanaging private land use. Over-planning not only drives up construction costs but also suppresses a city's resilience in responding to population growth and climate change.
Reforms in some cities have already proven that simplifying land-use categories, eliminating minimum parking requirements, and adopting "by-right development" can unlock significant growth potential. Infrastructure investment should return to its role as the public backbone network, rather than being reduced to a tool of political bargaining.

"Opposing urban planning" is not about opposing all planning, but rather opposing the institutional inertia that turns simple problems into complex ones.
