India is experiencing a historic wave of infrastructure investment. From highways and metro corridors to airports, industrial parks, logistics hubs, and renewable energy projects, government capital expenditure has reached unprecedented levels. However, behind this infrastructure boom, an increasingly severe challenge is emerging: a shortage of skilled construction professionals.

According to the "2026 Construction Project Management Talent Gap Report" published by the Project Management Institute (PMI), India is expected to need nearly 395,000 construction project professionals by 2035. In South Asia, under a high-growth scenario, the talent gap could expand from the current 291,000 to 558,000 by 2035. These figures reveal a critical fact: the challenge for Indian infrastructure is no longer just a financing issue, but increasingly hinges on building the human capacity needed to execute projects.

As projects become larger, more technologically advanced, and more interconnected, the demand for professionals capable of managing complexity, coordinating stakeholders, and delivering projects efficiently has risen sharply. The success of infrastructure strategy will depend not only on the scale of investment but also on the ability to cultivate a workforce that transforms investment into tangible outcomes.

Execution Shortcomings: Root Causes of Cost Overruns and Delays

The inefficiencies in executing Indian infrastructure projects have become apparent. Industry estimates cited by PMI show that 72% of projects exceed their budgets, 73% experience delays, and 70% suffer from scope creep. These inefficiencies not only affect project profitability but also delay economic benefits, undermine investor confidence, and harm long-term competitiveness.

Modern infrastructure projects involve multiple agencies, evolving regulatory frameworks, sustainability requirements, digital technologies, and strict delivery timelines. Managing this complexity requires specialized skills that the industry currently lacks.

On the surface, India's labor pool should constitute a competitive advantage. The construction industry already employs over 70 million people, making it one of the country's largest sources of employment. However, industry leaders believe the problem lies not in quantity but in capability.

Vivek Rathi, Director of Research at Knight Frank India, believes that despite India's demographic advantages, a shortage of formally trained project managers, engineers, and skilled workers continues to constrain productivity and project delivery. "The challenge is not whether India can produce enough workers, but whether it can cultivate professionals with the skills required for modern infrastructure projects."Many engineering graduates lack sufficient project practice experience when entering the workplace. At the same time, infrastructure projects increasingly require expertise in digital engineering, sustainable construction, contract management, multidisciplinary collaboration, and project control. The mismatch between academic training and industry needs is creating a widening capability gap.

Experts believe that solving this problem requires deeper cooperation between academia and employers. Educational institutions must adjust their curricula to keep pace with changing industry demands, while employers need to play a more active role in the design of training programs. Equally important is the modernization of vocational education. Upgrading Industrial Training Institutes (ITIs), polytechnics, and apprenticeship programs can provide a steady supply of site supervisors, equipment operators, technicians, and other skilled professionals for large infrastructure projects.

Business Impact of Labor Shortages

The impact of talent shortages has extended beyond project execution and is increasingly becoming a financial risk. Dr. Amit Goenka, Managing Director of Nisus Finance, pointed out that talent shortages directly affect project feasibility by increasing delivery risk and delaying asset monetization. "Projects stalled due to labor gaps erode returns, strain financing arrangements, and impact overall project economics."

Against the backdrop of record-high government capital expenditure, even the most ambitious investment plans may fall short without sufficient professionals to manage on-site execution. This makes workforce development as important as infrastructure financing.

Industry leaders advocate that skills training must go beyond traditional classroom learning and be integrated into the project environment. Structured apprenticeship programs, on-site training projects, and industry-recognized certifications can help cultivate professionals who can contribute from day one.

Technology: A Multiplier for Productivity

Although increasing labor capacity is crucial, many industry experts believe technology can help bridge the gap and improve productivity. Hriday Desai, Chief Development Officer at Embassy Developments, believes the challenge should be viewed more from the perspective of productivity rather than labor availability.

As project complexity increases, digital tools can enable smaller teams to manage larger projects more efficiently. Building Information Modeling (BIM), artificial intelligence (AI), digital project management platforms, remote monitoring systems, and construction automation are increasingly becoming integral to infrastructure delivery. These technologies improve planning accuracy, enhance collaboration, reduce rework, and accelerate decision-making.

Vivek Joshi, Head of Operations and EPC at Viceroy Properties, noted that the growing adoption of BIM, digital project monitoring, prefabricated construction, and AI planning tools will require a new generation of professionals with both engineering and digital capabilities. Technology also offers opportunities to address labor constraints through off-site construction, prefabrication, robotics, and automation, improving quality while reducing reliance on labor-intensive methods.

Talent Retention: Another Battle

The industry must focus on improving career prospects, working conditions, and long-term professional development. Higher wages, safer work environments, structured career advancement, and stronger social security mechanisms are essential for attracting and retaining talent.

Sarveshaa SB, Managing Director of BHADRA Group, believes that the construction industry must become a career choice for the younger generation. Improving working conditions, providing quality accommodation, recognizing skills, and offering clear growth paths can help create a more sustainable talent ecosystem.
